Wine Conservation

This ones pretty basic but allows you to build up a surplus of wine:

If your population is maxed out in a city, reduce the amount of wine served in the tavern to the minimum amount before you lose population (that makes the smiley face go flat, or just before it goes to a frown). Then when you upgrade the town hall or build troops/ships just restore the wine levels to boost until your back to full pop. & reduce.
